Department of Public Enterprises (DPE) recently released annual Public Enterprise Survey (PE Survey) for FY – 2023-24. As per the survey, the Net Profit of the operating CPSEs increased from Rs. 1.02 lakh crore in FY 2019-20 to Rs. 3.22 lakh crore in FY 2023-24, after a decline in FY 2022-23 at Rs. 2.18 Lakh crore. Out of 272 operating CPSEs, 212 reported total Net Profit of Rs. 3.43 lakh crore and 58 reported Net Loss aggregating to Rs. 0.21 lakh crore. Food Corporation of India (FCI) has reported no profit or loss and one CPSE Bharat Immunologicals & Biologicals Corpn. Limited has not furnished the data for F.Y. 2023-24. Among the profit-making CPSEs, the top five CPSEs accounted for 41.04% of aggregate Net Profit, and the top 10 accounted for 61.58% of the aggregate Net Profit in FY 2023-24. Oil & Natural Gas Corporation Ltd. contributed highest net profit amongst these top 10 CPSEs.
Total Value Addition by all CPSEs stood at Rs. 9.33 lakh crore in FY 2023-24 as against Rs. 7.64 lakh crore in FY 2022-23, an increase of 22.18% year-on-year. The total Foreign Exchange Earnings is Rs. 1,43,074 crores during FY 2023-24 as against Rs. 1,58,154 crores during FY 2022-23 showing a decline of 9.54%. The total R&D Expenditure has increased from Rs. 7,233 crores during FY 2022-23 to Rs. 10,813 crores in FY 2023-24 recorded 49.50% growth over the period. Indian Oil Corporation Ltd. Rs. 4170 crore incurred the highest R&D expenditure for FY 2023-24, followed by Hindustan Aeronautics Ltd for Rs. 2826 Crore.
The total CSR Expenditure for the year FY 2023-24 stood at Rs. 4,911 crore showing an increase of 19.08% as compared to previous year. A total of 173 CPSEs undertook CSR activities during FY 2023-24 incurring a total expenditure of Rs. 4,911 crore.
The Department of Public Enterprises develops policy guidelines on organisational and Board structure of CPSEs. CPSEs are categorised into four schedules - Schedule ‘A’, Schedule ‘B’, Schedule ‘C’, and Schedule ‘D’ based on parameters that are both quantitative and qualitative in nature. The pay scales of Chief Executives and full-time Functional Directors of CPSEs are dependent on this categorisation. As on 31st March, 2024, there were 191 Scheduled CPSEs which comprised 73 in Schedule ‘A’, 67 in Schedule ‘B’, 45 in Schedule ‘C’, and 6 in Schedule ‘D’. Further, CPSEs are awarded Ratna status - Maharatna, Navratna, Miniratna-I and Miniratna-II according to their financial performance and operations which devolves greater autonomy to these CPSEs in financial and administrative matters.
